Najib Aqa Fahim

Is a legal scholar, former professor at the Faculty of Law and Political Science, Kabul University, and a senior public official. He holds a Master’s degree in International Law and a Bachelor’s degree in Law and Political Science.
He taught international law, water diplomacy, and transboundary water law for over two decades and served in senior government roles, including State Minister for Disaster Management and Humanitarian Affairs and Head of the Laws and Treaties Directorate at the Ministry of Foreign Affairs.
Mr. Fahim is a leading expert on international water law, author of several books and academic studies on Afghanistan’s transboundary waters, and has contributed to major legal reforms and international treaty negotiations
